The International Forum on Cyber Security will be held on 28 & 29 January in Lille. AGS AGS will be a partner for the event. This is an opportunity to meet with General Watin-Augouard , which organizes the event.
1 / Sir, FIC 2013 is the fifth name. However, it is not exactly like the previous editions: Can you briefly recount the experience of these and explain the new axes of recovery?
The first was in 2007 FIC. At the time, Estonia was not "cyberattaquée." In 2004, I had flown under the authority of Thierry Breton , a working group on cybercrime. The European Union, our partner, wanted to develop cross-border cooperation in the fight against cybercrime. Hence the orientation given to the first four editions. Since the origins of the FIC, the predators have undergone profound changes. Now the "warrior" and "terrorist" mingle with cybercriminals. Cyber covers the fight against cybercrime and cyber are nested. This is why the FIC now covers the widest field.
2 / What are the main partners of the FIC, the institutional side? industrial and commercial enterprises? the international?
Partners are increasingly numerous. During the revival of FIC, he had to go to meet them. Today, they come to us. For the organization of FIC, the police relies on the expertise of CEIS has proved its effectiveness with the "Summer University of Defense." Our main partner is the public Nord-Pas-de-Calais has the ambition to develop a digital hub. We are supported by the ministries of defense, justice, foreign affairs, transport, etc.. Obviously ANSSI occupies a central place because we want to help in this task, including contributing to the promotion of "health informatics".
Business partners are numerous. I can not mention them all. But include Sogeti, Cassidian, Thales, Alacatel, La Poste, the Imprimerie Nationale, etc., to mention only the first to joining us. Regarding international support include those of the European Union (Europol, Eurojust), NATO, the Council of Europe, OSCE.
3 / You feel that you are not interested as "big", but also actors often omitted: SMEs, local authorities: how are they related?
"Large", as you say, are often better informed, better "armed". But they are also fragile, particularly through SCADAS which are generally poorly protected. The interest for small businesses is marked from the beginning of FIC. These, most often located in rural gendarmerie, must receive government support, especially in the context of territorial economic intelligence in which the police is very committed. Local authorities, actresses this form of intelligence should also be more involved in the creation of a safer cyberspace. One of the three components of the ICF is dedicated to them.
4 / It remains that there will be major issues, including the issue of governance and public policy: is the theme of the year, six months after the report Bockel and just before the publication of the White Paper?
Governance and strategy are the words most often spoken by the companies and institutions at the "round table" prior to the development of the program. To borrow a military terminology, we are at the strategic or operational level and not at the tactical level, very well covered in other forums more geared towards the ISS in its technical aspects.
5 / Similarly, everyone feels good an industrial dimension, whether public-private partnerships or constitution of a BITD French or European: FIC will he clarify these concepts and how direction?
The concept of sovereignty is undoubtedly at the heart of debates, especially during the plenary session on industrial policy. French solutions are desirable, but must also seek greater European solidarity if we do not want to be "American" or "Chinese". FIC must contribute to this awareness.
6 / Finally, another aspect evokes the issue of cyber security within the meaning of public order and protection against cybercrime, but also measures of SSI and health informatics: how to reconcile the requirements, seemingly contradictory, protection and freedom to use?
For nearly two centuries, public policy is built on the balance between security and freedom. Freedom without security, it is the law of the strongest, anarchy. Security without freedom is oppression. We must therefore seek balance. Preserve civil liberties in cyberspace who find a new field of expression but also protect - especially the weakest - against predators.
Public policy should be based on trust, which is based on knowledge, competence, conscience. FIC also has a philosophical dimension.
7 / Finally, two quick questions: how to involve young people and students? how to prolong the debate "oral" beyond the moment of the FIC?
Institutions and companies are looking for the "rare". The estimated need for engineers specializing in cyber to 1000 per year, a volume that is not reached today. The deficit also affects other branches. As you can see many universities and grandes écoles support us. FIC is not fair "cyberétudiant" but we wish to facilitate relationships between students and future employers.
FIC is not only an event, it is a dynamic that extends between two forums. The Observatory will meet regularly (first session was held with the Skills Forum aspects banking). A newsletter is published regularly. The Gendarmerie operates a network of reservists netizens, itself connected with that of cyber defense. The FIC is not just a meeting, an exchange but it is mostly a citizen, a movement of thought and action whose aim is to contribute to the influence of France and thus its influence.
Sir, thank you .
